I'm pretty sure the root of the problem, when you get down to it, is that our nervous system and brain is just barely adequate for controlling a one ton hunk of metal at 65 MPH. Most people, under the best of circumstances, will make at least a few mistakes that irritate people everytime they hit the road. Couple that with driving on unfamiliar terrain, roads, or road conditions and that rate of error is going to go up. Take on something that immediately puts them out of place and that gives you something to pick out. It's entirely possible that something that an out of state driver does might have been done by someone with in-state tags and you wouldn't really think "That freakin' person from my own state. We can't drive here." They're just an idiot in that case. Then again, tourists are a pain in the butt no matter where you are.
